Mod MMG said in an interview on Mmohub that Thirdscape was cancelled but some of the stuff from it it will be on Runescape.

Regarding NGM, it's possible but there isn't a substantial correlation.

But it could be a different New Game Mechanism and it doesn't HAVE to be the new skill.
And in the same page Arcane Rays said that it Was new game mechanics

We can't rule it out though, Mod Emilee may have just said that to stir the topic away from New Game Mechanic, she won't be able to say 'Yes, you're absolutely right, that's next weeks update, enjoy!' so she said that's wrong. Plus it's a mighty awful coincidence that Mod MMG talks about the New Game Mechanic and they are releasing something with the exact same initials.
I think though that the NGM is the initials of three Jmods who developed this piece of content, for example, someone said on the topic Nick, Greg V, and Marion C.
